Program Description: The program's mission is to assist rural communities in improving their environment and quality of life and becoming self-sustaining by providing technical assistance and training related to water, wastewater, and solid waste. The Midwest Assistance Program, Inc. (MAP) is a non-profit organization serving the nine Midwestern states of Iowa, Kansas, Minnesota, Missouri, Montana, Nebraska, North Dakota, South Dakota, and Wyoming. MAP is a Rural Community Assistance Partnership, Inc. (RCAP) partner.

Position Salary Range : The salary for this position is $59,000 annually. The salary range is $59,000 - $83,900 annually. This range reflects a good faith estimate of the compensation for the role. The maximum is typically achieved through merit-based performance increases and tenure with the organization.

Location: Negotiable within MAP’s nine-state region.

Position Summary : The GIS Technician will work with and assist the GIS Coordinator in the ongoing development and oversight of the MAP GIS Program, including the Non-Profit and Commercial ESRI GIS Organizations. This position requires a self-motivated individual with a solid background in GIS and ESRI technologies, skilled in time management and be able to diligently deliver positive results for multiple GIS projects and workflows, often coinciding.

Principal Accountabilities: Specific job goals, objectives, and tasks established for each employee is part of the annual evaluation and work plan process. Examples of responsibilities and duties include, but are not limited to, the following:

  • Development and management - Assist in the organization, development, and updating of the Program guidance documentation as directed; Assist in the ongoing development and updating of the Program’s SharePoint environment including management and development of document libraries, Microsoft forms, Microsoft Planner, SharePoint lists and calendars, and related applications to the ESRI-SharePoint interface.

  • Training and Procedures - Assist in the ongoing development and updating of the Program’s Standard Operation Procedures and Quality Assurance/Quality Control plan. Assist in the training of staff for interaction with multiple aspects of the Program including use of the SharePoint environment, Microsoft Planner, Microsoft forms, GPS devices and data collection operations, and online mapping environments and standards.

  • Establish and maintain GIS standards - Assist in establishing and maintaining ongoing standards for geodatabase development, collection mapping, web mapping, symbology, and labeling to promote consistency across all GIS platforms.

  • Device management - Assist in the management and oversight of GPS devices and tablets, including device usage coordination, software and firmware updating, device repair recommendations, device retirement and updating recommendations, and user training/support.

  • Technical insight - Provide technical insight and recommendations related to determining GIS/GPS policies, goals, and objectives; receive directives, formulate implementation options and strategies, direct and conduct research, and convert strategies to action plans with timetables and deadlines; Assist in the development and management of AGOL topic-specific video guidance.

  • Staff support – monitor data collection and support staff as needed. Provide them with support and guidance as they interact with the community/system concerning mapping and associated databases.

  • Mapping – Develop community/system mapping (static and online) from collected features using ArcGIS Pro, the ArcGIS Online interface, and ensure it can be used with ESRI Collector for ArcGIS applications.

  • Other activities as assigned.

Job Specifications:

Knowledge & Experience

Bachelor's Degree preferred with a Technical Major in GIS, Geography, or Cartography (Engineering, computer science, and computer systems may also be considered as applicable)

Two (2) years of related experience, equivalent proven experience, and/or certifications will be considered

Advanced knowledge of ESRI-related programs

Knowledge of GIS theory and practices

Knowledge of GIS technical tools and equipment

Knowledge of Technical tools and equipment associated with drafting and cartography

Knowledge of Mapping scales and their most appropriate use; legal documents and terminology; Proficient in usage of computerized mapping software and methods (AUTOCAD, ArcGIS Pro, AGOL, and applications)

Proficient in the usage of Microsoft software and platforms (SharePoint, Planner, Forms, Word, Excel, PowerPoint, OneDrive, and Outlook)

Abilities

Ability to utilize Python, Arcade, and/or SQL scripting to enhance feature labeling, symbology, and other attributes.

Proficient with operating GPS equipment and the GPS and AGOL interface, including troubleshooting processes.

Special Requirements

Must possess a valid US driver’s license.

Must have dependable transportation available at all times. Travel is a critical part of this position.

Must have proof of auto insurance.

Must have access to reliable high-speed internet from home office.

Must have reliable phone service from home office (landline and/or cell).

Some outdoor activity may be required at times.

Physical Requirements:

  1. Must be able to communicate effectively in English, including reading, writing, and comprehending information.
  2. Must be able to frequently observe and interpret digital and printed materials, move within an office environment, and remain in a stationary position to operate a computer/office equipment for extended periods up to 8+ hours per day with reasonable breaks.
  3. Must be able to frequently travel by various modes of transportation for business-related activities, which may occasionally involve being in transit for up to 8 hours in a day. Some overnight stays may be necessary. May occasionally be exposed to outdoor weather conditions during site visits.
  4. Must be able to move and transport items such as files, office supplies, training materials, a laptop/computer, or a projector, weighing up to 55 pounds.
