Job Description

POSITION SUMMARY

This position is responsible for the overall management and administration of the Capital Construction Department. The Deputy Chief will provide strategic direction and oversight of every aspect of capital improvement projects throughout the Authority. The Deputy Chief is also responsible for ensuring the cost-effectiveness and timely completion of construction and modernization activities, housing standards inspections, architectural/engineering and vacancy reduction programs and projects. The Deputy Chief is also responsible for ensuring that technology is current and capable of providing up­ to-date time and cost efficiency.

DUTIES AND RESPONSIBILITIES

  • Strategic analysis of structure and operation of Capital Construction Department.
  • Analysis of technological capabilities of Division and implementation of technological improvements to ensure maximum time and cost efficiency.
  • Creation of annual Business Plan for Capital Construction Department in collaboration with Chief Property Officer.
  • Administer the overall construction/modernization and capital improvement projects including the formulation of policies and procedures, approval of requisitions and change orders, and preparation of grant/funding applications for the Authority.
  • Make decisions regarding the allocation of manpower, materials, and equipment for construction activities and the appropriation of funds for construction projects and change orders.
  • Ensure accomplishment of goals and adherence to completion schedules.
  • Attend meetings with community representatives, residents, and municipal agencies to communicate the Authority's position on issues and respond to areas of concern.
  • Monitor reports and program activities to coordinate construction and modernization activity schedules and funding levels.
  • Formulate policies and procedures for the modernization/construction management department to provide guidance and consistency to staff as they carry out their responsibilities.
  • Approve correspondence and other documentation to ensure timely processing of modernization/construction activities.
  • Respond to emergencies and conduct on-going inspections of housing units.
  • Plan, staff, and supervise all assigned work unit activities through subordinate managers to insure a cohesive operational unit.
  • Provide advice, guidance, and direction to all subordinate managers in the day-to-day operation of the department.
  • Coordinate and confer with professional staff to resolve operating problems and difficulties, and authorize department operational procedures.
  • Implement department policies and procedures, within the framework of CHA policy.
  • Authorize/approve all supervision personnel transactions (e.g. hiring, transfers, wages, etc.) in conjunction with departmental project managers.
  • Ensure all CHA, department, & technical policies, procedures, standards, etc. are adhered to and interpret policies as required.
  • Provide overall staff direction and guidance regarding department and CHA goals and objectives.
  • Determine scope of department work activities, job objectives, schedules, and budget considerations.
  • Confer with professional staff to resolve operating and administrative problems.
  • Oversee and manage the functions, short and long-term goals, standards and performance of subordinate staff.
  • Perform other duties as assigned.

QUALIFICATIONS

Master’s degree in public administration, Urban Planning, or related field preferred, 4-year technical or business administration degree or equivalent plus ten years’ extensive experience in the management of construction segments required. Extensive knowledge of engineering and design techniques plus thorough understanding of engineering disciplines required. Advanced knowledge of the construction/rehabilitation/renovation industry required. Excellent organizational, leadership, communication, and analytical skills are a necessity. Ten years of supervisory experience plus knowledge of housing management and property development. Demonstrated experience in cost analysis, budget planning and administration with knowledge of accounting procedures. Must possess a working knowledge of state, local, and federal guidelines, as well as local fire and Chicago building codes and HUD modernization and rehabilitation requirements. Incumbent must be able to travel to construction or emergency sites. Must be available to respond to crisis twenty-four hours a day, seven days a week.

Salary: $155,000-$165,000
