Duties
Summary
The United States Capitol Police (USCP) safeguards the Congress, Members of Congress, employees, visitors, and Congressional buildings and grounds from crime, disruption, and terrorism. We protect and secure Congress so it can fulfill its constitutional and legislative responsibilities in a safe, secure and open environment.
Responsibilities
This position is located in the Officeof the Chief Administrative Officer (OCAO), in the United States Capitol Police(USCP), and reports to the Chief of Police. The CAO is a statutory position within theUSCP under 2 USC 1903.
The CAO is the senior executiveresponsible for the performance of the full range of administrative services insupport of the mission of the USCP. Subordinateoffices and bureaus include the Office of Financial Management, Office of LogisticalServices, Office of Human Resources, Office of Information Services, Office ofAcquisition Management, and the Office of Background Investigations andCredentialing. Primary responsibilitiesinclude, but are not limited to:
- Authority and oversight over the Departments administrative functions, including budget development, planning, and execution; financial management, accounting, and reporting; procurement of goods and services; recruitment and employment suitability; badging and credentialing; strategic human capital planning; personnel services, benefits, payroll, and employee relations; facilities management, parking, and fleet services; occupational safety and health; and information technology.
- Establishes and maintains effective working relationships with key stakeholders, including the Chief of Police and his executive team, Capitol Police Board, Members of Congress, Congressional committee staff, and other legislative and executive branch personnel.
- Evaluation, consultation, and implementation of legislation into program goals, actions, and policies.
- Preparation and submission of the Department's responses to congressional mandates and directives as well as replies to the Inspector General and other stakeholders as needed.
- Implementation of administrative principles, guidelines, and process improvements to ensure operational missions requirements are met through effective and efficient business processes.
- Management of projects and initiatives through strategic planning, development, implementation, and oversight of complex, highly visible, transformational initiatives that result in superior proactive approaches and solutions to accomplishing the Department's mission, objectives, goal setting, and prioritization.
- Development of authoritative recommendations that shape the organization, direction, and control of resources required to achieve defined USCP objectives, and assures that programs are fully coordinated, integrated, and effectively implemented.
- Liaise with USCP stakeholders to include the Capitol Police Board and the Committees of Jurisdiction.

You must be a U.S. Citizen.Successful completion of a Background Investigation is required. Must be able to obtain and maintain a Top Secret/SCI clearance. Qualifications

Qualifying education experience includes
A Bachelor's Degree from an accreditedcollege or university in management, public administration, business management,or related field.
AND
CORE QUALIFICATIONS: Executiveknowledge of, and experience with the administrative operations of a largeorganization as outlined in the Summary of Duties. Experience in establishing,maintaining administrative, and quality control processes. Proven ability toanalyze problems and evaluate viewpoints and proposals. Proven ability tocommunicate effectively, both orally, and in writing as well as the ability toestablish effective working relationships with senior management staff andother high-ranking officials in a dynamic and complex environment. Mandatory Executive CoreQualifications (ECQs): All applicants must submit a written narrative inresponse to the following ECQs. Each ECQ should contain at least two examplesdescribing your experiences, accomplishments, and results. Responses to ECQs mustnot exceed 10 pages. Please give examples and explain how often you used yourskills, the complexity of the knowledge possessed, the level of people youinteracted with, the sensitivity of the issues you handled, etc. Responses toTQ(s) must not exceed 2 pages per TQ for a total of 6 pages.
1. Executive expertise in budget formulation and execution sufficient to justify, oversee, and execute the annual budget process.
2. Executive experience in financial management and federal procurement sufficient to direct, oversee, and maintain the procurement, internal controls, and financial reporting of a complex organization.
3. Executive expertise in information technology management sufficient to direct, coordinate, and oversee the acquisition, effective use, and management of information technology (IT).
4. Executive expertise in human resources management and development sufficient to direct, coordinate, and oversee human resources management activities in a complex organization.
- 5 plus years of Senior/Executive level leadership experience in a Law Enforcement, Public Safety, or Military organization with proven experience in managing large organizational units.
- Experience with the application of federal Appropriations Law.
- A Masters, equivalent graduate degree, in Public Administration, Business Administration, or related field.
